The Authority may, on the application or with the consent of any person to whom any regulations apply, direct that all or any of the regulations-

are not applicable to him as respects a particular collective investment scheme; or
(bJ are applicable to him, as respects a particular collective investment scheme, with such modifications as may be specified in the direction.
