Section 33
No person shall operate a pleasure craft within the waters of
Brunei for towing a person or persons on water skis, surfboard, or any other similar device unless in addition to the operator there is in such pleasure craft another person of at least fifteen years of age who is in a position to observe the progress of the person or persons being towed.
