Section 12

The owner of every harbour or pleasure craft shall, at all reasonable times on demand by the Director or a police officer, fur­

nish to the Director or the police officer the name and address of the person who was in charge of the harbour or pleasure craft at any par­

ticular time when an offence has been committed or alleged to have been committed under the provisions of the Merchant Shipping Act, the Ports Act or any rules or regulations made thereunder.
