Section 531

The Head of Department is responsible for the clearance of

Stores which are imported into the State and consigned to his Depart-ment. It is the duty of the Head of Department to keep himself inform-ed of the expected date of arrival, of the port of entry and of the car-rier of stores consigned to his Department and he is responsible for the prompt clearance of consignments.
