Every Head of Department is personally and pecuniarily responsible for the general supervision, maintenance and control of stores received or held by the Department whose expenditure he con-trols. The term stores is applied to all public property, chattels, equip-ment, furniture and fittings, plant and machinery, tools implements, instruments, utensils, accoutrements, expendable and consumable materials, etc.
