Completely unused books of receipt forms which are in excess of requirements or are obsolete shall be listed and returned under seal to the State Financial Officer. Returned books suitable for reissue will be taken on charge by the State Financial Officer. Obsolete forms will be destroyed in the presence of two Treasury Officers who will fur':

nish a certificate of destruction to the State Financial Officer and the

Auditor General.
