Section 14
A contravention of any of the provisions of these Regulations shall be an offence on the part of the owner, manager, agent, charterer and master of the ship at the time of the offence, each of whom shall be liable on conviction to a fine not exceeding $20,000, imprisonment for a term not exceeding 2 years or both.
