Section 5

to provide for the use of the books delivered pursuant to section 3(1);

to provide for the fees to be imposed in respect of any publication supplied under section 4 by the Director and the conditions under which the payment of such fees may be waived;

to prescribe anything required to be prescribed under this Act;

and

for excluding any class of books from the operation of the whole or any part of this Act.
