Section 19

A person who knowingly or wilfully abuses a person with disabilities without causing grievous bodily harm to the person with disabilities is guilty of an offence and liable on conviction to a fine not exceeding $20,000, imprisonment for a term not exceeding 10 years with or without whipping not exceeding 10 strokes or both.
