Section 8
Every person, when applying for a driving licence under the Road
of Motor Vehicles Insurance (Third Party Risks) Act
Traffic Act (Chapter 68) to authorise him to drive a motor vehicle, shall furnish to the Licensing Officer to whom the application is being made such evidence as may be prescribed that either —
(a)
on the date when the licence comes into operation there will be in force the policy of insurance or the security required by this Act in relation to the use of the motor vehicle by the applicant or by other persons on his order or with his permission; or
(b)
the motor vehicle is a vehicle to which section 3 does not apply at any time when it is being driven by the owner thereof or by a servant of his in the course of his employment or is otherwise subject to the control of the owner.
