Any person who —

(a)
procures or attempts to procure a certificate under this Act or any regulations made thereunder by making or producing or causing to be made or produced any false or fraudulent declaration, certificate or representation, either in writing or otherwise; or
(b)
wilfully makes or causes to be made any falsification in any matter relating to the register, shall be guilty of an offence: Penalty, imprisonment for one year and a fine of
$16,000.
