Section 19
Subject to sub-regulation (2), any person who contravenes any provision of these Regulations is guilty of an offence and liable on conviction to a fine not exceeding $2,000.
(2)
The Registrar may, in his discretion, compound any offence under these
Regulations by collecting from a person reasonably suspected of having committed the offence a sum not exceeding $500.
