Where a pioneer certificate has been issued to a pioneer company in respect of a proposed factory, the company shall within 14 days (or such longer period as the Board may allow on a request in writing) deliver to the Board a statement to the effect that the construction of the proposed factory was begun on

or before its construction day or, where its construction was not so begun, a statement of the reasons therefor.
