Section 19
(1)
The Minister may, by notification published in the Gazette, declare any place or premises to be an approved institution for the purpose of the treatment and rehabilitation of persons who use or inhale intoxicating substances for the purpose of inducing or causing a state of intoxication and may at any time in like manner revoke or amend any such notification.
(2)
The Minister may appoint any person as the officer-in-charge of an approved institution and such person shall be responsible for the general charge and supervision of the approved institution.
