Section 71
(1)
A person under detention may, as far as Books, etc.
is consistent with the proper discipline of the place 343
of detention, have the use of books and papers, pro
vided that all such articles are received or procured through the Superintendent.
(2)
A Superintendent may detain any paper or book which, in his opinion, contains any objec
tionable matter.
(3)
A person under detention may be allowed to listen to Radio Programmes emanating from a communal receiver under the control of the Super
intendent.
