Section 48

The master of every local craft, whether carrying cargo or not, arriving in any customs port shall attend in person at the excise office and make a written or oral declaration, in such form and manner as the Controller may determine, either generally or in a particular case, of all the cargo to be landed from his vessel.

Correction to be made on completion of discharge and liability of master.
