Section 118

Notwithstanding anything contained in any other written law, any senior officer of excise may, if he thinks it necessary to do so for the enforcement of this Order, erect or place or cause to be erected or placed any barrier on or across any public road or street or in any public place in such manner as he may think fit; and any proper officer of excise may take all reasonable measures to prevent any person from passing or any vehicle from being driven past any such barrier, including any measure to pursue and apprehend any such person or stop any such vehicle where, having regard to the circumstances, he is of the opinion that if such measures are not taken the escape of such person or vehicle to avoid detection or otherwise is likely to be imminent.

Any person who fails to comply with any signal of a proper officer of excise requiring such person or vehicle to stop before reaching any such barrier, or who attempts to cross, remove or knock down any such barrier, shall be guilty of an offence and liable on conviction to a fine not exceeding $2,000, imprisonment for a term not exceeding 6 months or both; and any proper officer of excise may, without warrant, arrest such person unless he gives his name and address and otherwise satisfies the proper officer of excise that he will duly answer any summons or other proceedings that may be taken against him.

No proper officer of excise shall be liable for any loss, injury or damage caused to any person or property consequent upon his taking the steps mentioned in subsections (1)

and (2).
