Except with the permission of the Controller no per-son in or resident in Brunei shall do any act with intent to secure that capital moneys payable on a security registered in Brunei are paid outside Brunei, or that where the certi-ficate of title to a security is in Brunei, capital moneys pay-Substitution of Securities and certi-ficates out-side Brunei
