Section 54
The Minister may, with the approval of His Majesty the Sultan and
Yang Di-Pertuan, make regulations in respect of higher educational institutions for the supervision, regulation or control of the standard of education in those institutions and may, without prejudice to the generality of this provision, include the following —
(a)
their registration, establishment and management;
(b)
the appointment and determination of the powers and duties of the chief executives, other officers of the institutions, teachers and employees;
(c)
the registration and the cancellation of registration of the chief executives and teachers of the institutions;
(d)
the course of studies and training programmes;
(e)
assessments, evaluation and examinations of pupils;
(f)
the award of certificates, diplomas or degrees;
(g)
health and safety;
(h)
the prescription and determination of fees;
(i)
the provision of facilities;
(j)
affiliation, association and collaboration set up between higher educational institutions;
(k)
the discipline and behaviour of pupils;
(l)
student associations;
(m)
council, bodies or committees for extra-curricular activities;
(n)
the closure of institutions;
(o)
examinations; and
(p)
such other matters considered necessary by the Minister.
