Section 137

No person shall, in any proceedings before any court in respect of the seizure of any goods in the exercise or purported exercise of any power conferred by this Order, be entitled to the costs of such proceedings or to any damages or other relief other than an order for the return of such goods or the payment of their value unless such seizure was made without reasonable or probable cause.
