For the purposes of paragraph 2, goods shall be deemed to have originated from and to have been consigned direct from either the People's Republic of

China or from a member country of the Association of South-East Asian Nations where they conform to the Rules of Origin for the ASEAN-China Free Trade Area annexed to the Framework Agreement on Comprehensive Economic Co-operation between ASEAN and the People's Republic of China.
