A financial institution or designated non-financial business and profession that is unable to fulfill the requirements of sections 5 to 10 with respect to any customer shall not establish an account for or maintain the business relationship with that customer and where appropriate, shall forthwith make a report to Financial Intelligence Unit in accordance with this Order.
