Every Commissioner appointed under this Act shall, so long as he is acting as such Commissioner, be deemed to be a public servant within the meaning and for the purposes of the Penal Code (Chapter 22), and every enquiry under this Act shall be deemed to be a judicial proceeding within the meaning of such Code.
