Section 28
(1)
Staff shall be responsible to the Warden, Superintendent and Director in ensuring that the health and welfare of the residents in the place of safety is promoted in a proper manner.
(2)
Staff shall report to the Superintendent and Warden any abuse or impropriety of which he is aware.
