Section 61
(1)
Subject to sub-regulation (3), every resident shall be encouraged to write to his parents, guardian, relatives and friends at least once a month or, if he is unable to write, to dictate his letter to a member of the staff of the school or home.
(2)
Subject to sub-regulation (3), every resident shall be allowed to receive letters from his parents, guardian, relatives and friends.
(3)
No letter shall be allowed to be posted or received by a resident unless the contents thereof have been screened by the Superintendent or an officer authorised by him.
