Section 27
jl) A room or dormitory shall not be used for the accommodation of residents, unless it is certified by the Superintendent, on the advice of a medical officer, to be of such a size, and to be lit, ventilated and equipped in such a manner, as may be requisite for health.
(2)
The certificate shall specify the maximum number of residents to be accommodated at any one time in such room or dormitory, and the number so specified shall not be exceeded. In special circumstances, with the authority of the
Superintendent, residents may be located in tents.
