Section 16
Any census officer and any person employed in the preparation of the abstract required to be made under the last preceding section who —
(a)
without sufficient cause, refuse or neglects to comply with any instruction or requisition addressed to him by the Superintendent or an Assistant Superintendent, or fails to use reasonable diligence in performing any duty imposed on him; or
(b)
wilfully puts an offensive or improper question; or
(c)
knowingly makes any false return; or
(d)
asks, receives, or takes from any person other than an authorised officer of the Government any payment or reward; or
(e)
save in the public interest and with the permission of the
Superintendent discloses any information which has come to his knowledge in the course of his duty as such,

shall be guilty of an offence: Penalty, a fine of $2,500 and imprisonment for 6 months.
