Section 45
(1)
The Minister, may authorise the payment into the Fund of such sum or sums as may be necessary to set up or maintain it, and any such payments shall be charged on and paid out of the Consolidated Fund.

(2)
The Fund shall consist of -
(a)
all amounts contributed by the Government towards the establishment or maintenance of the Fund from the Consolidated Fund or any other sources;
(b)
all sums recovered under or in satisfaction of a judgment of any court under this Act;
(c)
subject to section 36, all fines imposed by any court under this Act.
(3)
For the purposes of this Act, monies paid into the Fund do not form part of the Consolidated Fund.
