Section 5

No person in Brunei Darussalam and no citizen of Brunei Darussalam outside Brunei Darussalam shall knowingly do anything that causes, assists or promotes, or is intended to cause, assist or promote, any of the offence provided under regulation 3 or 4 unless the person has been issued with a certificate under regulation 18(1).
