Opening note
This Act may be cited as the Registration of Guests Short title
Act.
In this Act, unless the context otherwise requires -
"identity card" means an identity card issued

lar document identifying the holder thereof;
"Keeper", in respect of any specified premises, includes the proprietor and manager thereof and any person for the time being authorised to permit persons to lodge in those premises;
"lodge" includes, in relation to a room in any spe-cified premises ordinarily used as sleeping accom-modation by persons lodging thereat, the occupa-tion of any such room by a person required to be registered under section 3(1) (a) (whether by day or by night) for any period of time;
"passport" includes any similar travel document;
"registration officer" means a registration officer appointed under the National Registration Act;
"specified premises" means any premises, whether furnished or unfurnished, where lodging or sleep-ing accommodation is provided for reward.

Obligation of
Keepers of, and residents in specified premises
Registration of Guests
It shall be the duty of the Keeper of any specified premises-
to keep a register in the form in the Sche-dule of all persons lodging at the premises who are not servants of the Keeper of the premises and who are not under the age of 12 years;
on the arrival of any such person at the pre-mises, to ascertain and enter or cause to be entered in the register kept for that purpose the name, occupation, sex and nationality of that person, and the number, place and date of issue of his identity card or, if he has no identity card, of his passport, together with the date and time of his arrival and the name of the last place from which, and the means by which, he arrived;
on the departure of any such person from the premises, to enter or cause to be entered in the register the date and time of departure and the destination on departure of such person;
to en.ter or cause to be entered in the regis-ter such o{her particulars as may be prescribed;
and
to furnish to the nearest Police Station such returns as to the persons lodging at the premises at such times or intervals and in such form as may be prescribed.
It shall be the duty of every person required to be registered under subsection (1) (a) to furnish the particulars required by this Act to be entered in the register and to sign the register.
The Keeper of any specified premises shall, if so required at any time by any police officer, make available

Registration of Guests for inspection any register kept in relation to those premises under this section, and every register shall be open at all reasonable hours for inspection by a registration officer, or any person authorised for that purpose by a registration officer.
Any police officer, registration officer or any such authorised persons as is mentioned in subsection (3)
may take an extract from any register inspected by him under that subsection, and if he has reason to suspect the genuineness of any particulars entered in the register, or if any entry therein is in his opinion incomplete or misleading, he shall be entitled to demand such further information as appears to him to be necessary from rhe persons to whom the entry relates or from any person occupying the room to which the entry relates.
( 5) Every register kept under this section shall be preserved by the Keeper of the premises to which it relates for a period of not less than 2 years from the date of the last entry and may thereafter, at the discretion of the Keeper be destroyed.
( 6) Notwithstanding anything contained in this sec-tion, the registration officer may, by notice in writing under his hand, authorise the Keeper of any specified premises mentioned in the notice to keep a register in a different form
(including a loose-leaf register or card index or a register which is partly in the form of a bound register and partly in the form of a loose-leaf register or card index) from that provided by this section.
Any Keeper of any specified premises who-
fails to enter or cause to be entered in the register any particulars which he is required by this
Act to enter or cause to be entered therein; or 5

fails to furnish to the nearest Police Station any return which he is required by this Act to fur-nish; or
fails to produce any register which is re-quired to be made available or to be open for in-spection under subsection (3) of section 3, or ob-structs any police officer or registration officer when such officer or person is exercising his func-tions under this Act, shall be guilty of an offence:
Penalty, a fine of $8,000 and one year imprison-ment.
Any person who -
knowingly or recklessly makes, or causes or permits to be made in any register or in any return any statement which is false in a material particu-lar; or
without the approval of the registration officer, wilfully destroys, or mutilates or obliter-ates anything in any register; or
fails to furnish any information in his posses-sion which is demanded from him under subsection ( 4) of section 3, shall be guilty of an offence: Penalty, a fine of $8,000 and one year imprisonment.
Any person required to be registered under section 3(1) (a)
who contravenes the provisions of section 3(2) shall be guilty of an offence: Penalty, a fine of
$8,000 and one year imprisonment.

Council may make rules for carrying into effect the provi-

amend the Schedule.
