Opening note
This Act may be cited as the Dogs Act.
Dogs to be registered.
The owner of any dog over 3 months old shall register the same in the manner hereinafter provided, and each such registration shall remain in force for the current year only.
Fees and mode of registration.
The Minister, with the approval of His Majesty the Sultan and
Yang Di-Pertuan, shall have the power to prescribe the fee to be charged for the registration of every male or female dog and on payment of the fee at the police station of the district or at such other place as may be specified by the
Permanent Secretary the dog shall be registered by entering a description thereof, with the name and address of the owner in a book to be kept for the purpose, and the owner shall be supplied with a numbered metal label or badge and with a printed receipt signed by the registering officer.
If the metal label or badge for the current year shall have been lost or defaced the owner of a registered dog may obtain from the registering officer a fresh label or badge on payment of a fee to be fixed by the Minister, with the approval of His Majesty the Sultan and Yang Di-Pertuan.
Penalty for not registering.
Every dog shall be registered before the first day of the month of
February in each year, or so soon after as it attains the age of 3 months. The owner of any dog who fails to register such dog in the manner prescribed shall be guilty of an offence: Penalty, a fine of $250 or in default imprison-Dogs 4
ment for 14 days, and in the case of a second or subsequent conviction a fine of $500 or in default imprisonment for one month.
Penalty for allowing dog to be out of doors without badge.
The metal label or badge provided in respect of a dog registered under section 3 shall be securely and conspicuously suspended from the neck of and continuously worn by such dog. The owner of any registered dog who suffers such dog to be out of doors without such label or badge for the current year shall be guilty of an offence: Penalty, a fine of $250 or in default imprisonment for one month.
Any dog found at large without such label or badge for the current year may be destroyed or impounded by the police or by any other department authorised for such purpose by the Permanent Secretary.
Transfer of ownership to be notified.
Every person who buys or otherwise acquires possession of a registered dog shall within 14 days furnish information of the fact at the place where such dog has been registered, and the name of such person shall thereupon be substituted for the name of the last owner of the dog, and a fee to be fixed by the Minister with the approval of His Majesty the Sultan and
Yang Di-Pertuan shall be charged for such substitution.
Every person committing a breach of this section shall be guilty of an offence: Penalty, a fine of $100 or in default imprisonment for 14 days.
Presumption.
Should there be any doubt regarding the ownership of any dog, any person found in possession of such dog or the occupier of the premises frequented by it shall be deemed to be the owner thereof until the contrary is proved.
Exemption.
The Minister may, with the approval of His Majesty the Sultan and
Yang Di-Pertuan, at any time by public notification exempt any district from

the operation of this Act and may in the like manner cancel or vary such exemption.
Interpretation.
In this Act, “Permanent Secretary” means the Permanent Secretary of the Ministry of Home Affairs or the Ministry for the time being responsible for the subject matter of this Act.
